Fayetteville Board of Education
The meeting convened at 5:00PM in the Adams Leadership Center with President Steve Percival presiding. The Pledge of Allegiance was led by students from Holcomb Elementary School.
The roll was called and board members Shannon McCuin, Howard Hamilton, Laura Underwood, Steve Percival, Susan Heil, and Christine Bell were present.
Fayetteville High School teacher Thelma Tarver was named the 2002 Fayetteville Teacher of the Year by Sam’s Club. In addition to the award, East Campus will receive $500.
Butterfield Elementary School teachers Allison Thompson and Missy Reed were named “Above & Beyond” award winners by the Fayetteville Chamber of Commerce and the Northwest Arkansas Times.
Students in School Within a School at Fayetteville High School and teachers Wisty Rorabacher and Pat Schram received Environmental Protection awards from President Bush for their work in helping to clean up the stream that flows next to East Campus. School Within a School also won an award from the America in Bloom contest for “Best in Show” in Fayetteville.
Christine Bell made the motion to approve the Consent Agenda as presented. Laura Underwood seconded the motion, which passed by a 6-0 vote.
Associate Superintendent Mike Gray reported to the board on the proposed timeline for reviewing middle school attendance zones. Three committee meetings (Sept. 19, 26 and Oct. 3) are planned for data collection and analysis. The committee will present its findings to the board at the Oct. 24 board meeting. If it is determined that attendance zones should be adjusted, two public meetings will be held on the evenings of Oct. 29 and Nov. 5 to hear public comment. The committee will then make their final recommendation to the board at the December 19th board meeting.
The board came to the consensus that the committee should broaden its focus to include elementary boundary lines.
Assistant Superintendents Ron Jared and Judy Rana reported the attendance figures for the beginning of the 2002-03 school year. A more definitive count will be available after Labor Day, but early attendance numbers indicate an increase in numbers over last year. The total enrollment on August 23 was 8,209, which compares to 8,064 on the same date in 2001.
District Treasurer Glenda Sullins presented the audit contract with Baird, Kurtz and Dobson for the audit of the 2001-2002 financial records. Howard Hamilton made a motion to approve the contract. Laura Underwood seconded the motion, which passed by a 6-0 vote.

David Hartz asked the board to approve a resolution to reduce the number of polling places for the annual school election on September 17th to one. The polling place for the election will be Trinity Methodist Church. Susan Heil made a motion to approve the following resolution: The Board of Education of Fayetteville School District No. 1, in accordance with Arkansas Code Annotated 6-140102 regarding the annual school election, and in recognition of the fact that 1) no more than one (1) candidate is running for election to the Board of Education, and, 2) there are no other ballot issues to be submitted to district electors for consideration, requests the Washington County Board of Election Commissioners to reduce the number of polling places to one (1). Howard Hamilton seconded the motion, which passed by a 6-0 vote.
David Hartz presented the updates on Sections 1 and 2 of the district policies. The policies are modeled after the ASBA format. Steve Percival noted that board members need to notify Mr. Hartz if they have questions or concerns regarding the policies. Chris Bell made the motion to table action on the updated policies until the September board meeting. Susan Heil seconded the motion, which passed by a 5-0 vote.
Michelle Boles made a presentation to the board on the district’s assessment program. Ms. Boles noted that the focus on academic assessment in grades 1-12 is based on the Strategic Plan Goal #2, which strives to “prepare all students to reach their full potential.” The 2001-02 assessments continued the trend of rising test scores. The teachers’ hard work is reflected in the continuous progress that is being shown by students in reading, math, and literacy.
The board adjourned to executive session at 6:18PM. After returning to regular session at 6:40PM, Howard Hamilton made a motion to adjourn. Christine Bell seconded the motion, which passed by a 5-0 vote. The meeting was adjourned at 6:40PM.
