Minutes of the June 19, 2001 Special Meeting of the
Fayetteville Board of Education
The meeting convened at 12:00PM in the Adams Leadership Center with President Steve Percival presiding.
The roll was called and board members Pam Grondin, Laura Underwood, Steve Percival, Reed Greenwood and Malcolm McNair were present.
Dr. New gave a chronological update and brief history of how the process of looking at the election zones began. Since May 4th when the school district was first notified by the Northwest Arkansas Regional Planning Commission that Fayetteville had over a 10% minority population, Roy Karr and Rudy Moore have been working on this project. Mr. Karr immediately began working with the Planning Commission to look at the single member zones relative to Arkansas State Statute 613-631.
Mr. Karr reported on the process that was used to draw the school board election zones. The Planning Commission will approve the map at today’s meeting. The Planning Commission will set voting precincts and notify the public.
Mr. Moore added that school board candidates can run at-large or in a zone. A candidate running in a zone must live in that zone, and the signatures on their petition have to be from residents of that zone. After the September 18th election, newly elected members will draw for terms.
Reed Greenwood made a motion to adopt the resolution to adopt single-member voting zones. The resolution states that the Fayetteville School District will be divided into five single-member zones and the Board of Education will be comprised of seven members with a member being elected from each zone and two members elected at large. Pam Grondin seconded the motion, which passed by a 5-0 vote.
2001-02 Budget
Lisa Morstad presented the proposed budget for FY02. The FY 2001-2002 budget includes a step raise for all employees, a $1000 teacher raise, and a 2% raise for non-certified employees. Ms. Morstad also discussed the estimated debt service obligations and the proposed budget for M&O, transportation, food service, technology, curriculum and instruction, and program development. The Board will vote on the FY02 budget at the June 28th board meeting.
Reed Greenwood made a motion to adjourn. Laura Underwood seconded the motion, which passed by a 5-0 vote.
