Minutes of the October 24, 2002 Regular Meeting
The meeting convened at 5:00PM in the Adams Leadership Center with President Steve Percival presiding. The Pledge of Allegiance was led by students from Woodland Junior High School.
The roll was called and board members Shannon McCuin, Howard Hamilton, Laura Underwood, Steve Percival, Susan Heil, Malcolm McNair, and Christine Bell were present.
McNair counselor Christine Allison, Holcomb teacher Mary Briggs, and Jefferson principal Tracy Mulvenon were named as the Above & Beyond winners for October 2002 by the Fayetteville Chamber of Commerce. Denise Airola and Kate Thill received Impact Awards of Excellence for their work on the EdVision project.
Howard Hamilton made a motion to accept the consent agenda. Laura Underwood seconded the motion, which passed by a 7-0 vote.
2002-03 Special Education Budget and SLIVER Grant Application
Debra Wilson, Special Education Director, presented the 2002-03 Special Education Budget. This budget must be approved separately due to federal guidelines. Laura Underwood made a motion to approve this budget. Malcolm McNair seconded the motion, which passed by a 7-0 vote.
Ms. Wilson also presented the SLIVER grant for the 2002-03 school year. The application is for $65,000. Focus areas include curriculum development, standards-based teaching, classroom management and student behavior. Malcolm McNair made a motion to approve the SLIVER grant application. Howard Hamilton seconded the motion, which passed by a 7-0 vote.
Dr. Lisa Morstad, Chief Financial Officer, asked for board approval to issue $755,000 in QZAB bonds to fund the Jefferson Pilot program. The low bidder was Summit Bank of Arkadelphia with 0% interest and a $1,000 cash premium. Board member Chris Bell excused herself from the vote due to a conflict of interest. Howard Hamilton made a motion to approve the QZAB Bond resolution. Laura Underwood seconded the motion, which passed by a 6-0 vote.
David Hartz read a resolution opposing the passage of proposed Amendment 3 (see attachment), which would prohibit the taxation of food and medicine. Susan Heil made a motion to adopt the resolution opposing Amendment 3. Laura Underwood seconded the motion, which passed by a 7-0 vote.
Dr. Lisa Morstad reported that administration recommends tabling discussion on the 2nd lien bonds until after the election and the outcome of Amendment 3 is known. Howard Hamilton made a motion to table discussion on 2nd lien bonds. Laura Underwood seconded the motion, which passed by a 7-0 vote. The board agreed to hold a special board meeting on Wednesday, November 6th at 8:00AM to discuss several matters relating to the outcome of the Amendment 3 vote.
Michael Gray, Associate Superintendent, reported on the work of the School Zone Committee. Mr. Gray noted that the committee was able to take advantage of new data provided by the District’s Geographic Information System, which enabled the committee to manipulate data in multiple formats. Susan Cromwell, Technology Director, and Robert Guadagnini, GIS Program Manager, presented a demonstration of the GIS system. Mr. Gray reported that the School Zone Committee recommended that the current school zones for both elementary and middle schools not be changed at the present time. Board members expressed their desire for a long-range facilities plan that would examine every alternative.
Barbara Prichard, Director of Gifted & Talented Education, made her program’s annual report to the Board. She noted that the program continues to receive very high ratings from both students and parents. She added that the number of AP scholars has more than doubled in the last nine years, with FHS producing more AP scholars than any other school district in the state, including those school districts that have more than one high school.
Howard Hamilton made a motion to adjourn. Susan Heil seconded the motion, which passed by a 7-0 vote. The meeting was adjourned at 7:03PM.
